With regard to VOIP you can use a PC to browse to it and set it up with a web interface (can do it via the phone itself as well)  but in operation it doesn’t need a PC or a Mac or anything - just a network connection that has internet access (you may need to tweak your routers firewall) and an account with a suitable provider (voipcheap, blueface to name just two).
